why is my microsoft 650 dual sim no longer able to be used as a mobile hotspot?

my Microsoft 650 dual sim Windows 10 phone worked perfectly as a mobile hotspot until about a week ago. Now when I try to switch it on I get the message: We can't share this internet connection because we can't connect to the mobile network

try to soft reset your phone and try again
check for OS and app updates
