Why is my mobile not connecting with my Win 8.1 laptop?

Windows Central Question

From Device Manager- Portable device- Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
PLEASE HELP ANYONE?
