Why is the color on most of the app tiles on my Lumia 640 white?

Most of the Microsoft app tiles on my phone are white, wherever there is meant to be color, including Cortana, but not all. The OneNote tile is white with a solid purple background.

Non-Microsoft apps which apparently don't feature a transparent background have varying colors.

I would like to use a black and white photo for my lock screen and start screen, and white app tiles are not optimal. Can this be changed? I set the Start + Theme accent color to cobalt, but this doesn't do anything to the color of the app tiles on the start screen.

White app tile color on a black and white 1908 photo is a classic look that I may keep, but I'm curious to try other possibilities.

Thank you RumoredNow. No, high contrast was not enabled. Enabling put a bold white border/outline around each tile. I turned it off again.
