Why is Windows10 Mobile update an optional update? Is Microsoft unsure about its mobile OS?

Windows Central Question

Windows 10 mobile finally got an official release on a limited number of devices. But to upgrade to windows 10 a general user have to download an app 'Upgrade Advisor' to get the update. Why is this necessary? And why is windows 10 mobile an optional update rather than a mandatory one as happened with with WindowsPhone 8.1? Do you think Microsoft is still unsure about Windows 10 Mobile or is windows 10 mobile still an unfinished OS?
 
Windows Mobile 10, which you may not like to hear is not "finished" product in the usual sense as WP8.1 due to the Windows as a Service model.

However an o/s is really finished when it reaches the End of life in terms of support.

IMHO, Microsoft wants to make sure that users consciously "opt in."

Given the press surrounding the "forced" upgrade to 10 desktop this is probably a smart move. CYA, baby.

Especially since there are people who are talking about how Apple should offer a downgrade path for iPhone 4s users after complaints about performance on iOS 9.
 
that's because this time we get a side-grade not an upgrade, but sooner or later your 8.1 phone will be left in the cold with no apps or services remaining, when it becomes a "phone" with a music player and camera then you'll see its either that or swallow the w10m "upgrade"
