Why isn't Hey Cortana not available to activate on my Windows 10 install?

"Hey Cortana" not available to activate on my WIndows 10 install

After install of Windows 10. I go to activate Hey Cortana to allow voice recognition. Cortana setting panel does not show the Hey Cortana - Let Cortana respond to Hey Cortana setting.

Several microphones tested and set up for voice recognition, but no ability to activate Hey Cortana.

Any ideas?
