Messenger will only send notifications when out of app on wifi but not on 3G and then when I get into app it still doesn't 100% tell me that I have a message.

Try uninstalling and reinstalling the app and see if that helps. Also make sure that background data is enabled in your cellular settings (settings > mobile+sim > data connection), as Messenger requires data to receive push notifications. Ultimately, if that doesn't work you can try a soft reset (volume down+ power hold) which won't wipe any data, it'll just restart the phone. Do you have any other chat apps that work in the background on 3G as well?
