Why isn't my Bluetooth visible on Windows 10 even after my Notebook has it?

Bluetooth is not visible on Windows 10 even after my Notebook has it

There is only Wifi in the notification area! Where is the Bluetooth! Most importantly where did HP connection manager gone? Other HP softwares are lso not visible after I upgraded to Windows 10 from 7!
Windows Update didn't help. Said it is up to date!
