You need to delete the old drivers and let them install fresh..

First though... Make sure you are not using a USB hub. Try a different cable and a different port, just in case.

If that fails: download this: View any installed/connected USB device on your system
Unplug your device; right click the .exe and "Run as Administrator"

Delete any USB devices marked Nokia or Lumia.

Plug your phone back in and let the drivers install.
