Why isn't my Lumia 635 software version updating?

Windows Central Question

Lumia 635 Software Version Not Updating

Have OS Version: 8.10.12397.895 on phone (bought as GSM Unlocked AT&T version). This is way behind every "latest" version numbers for all carriers, including AT&T. When I run software update from Settings, it says I have the latest version. How do I really get the latest version
