In Windows Phone 8, I could press and hold the Start button to enable giving a voice command like "Call Tom", or to create a OneNote note by saying "Note buy bread and milk". I have a voice-only plan, no data plan, but these commands worked, and worked even when WiFi was not enabled or I was out of range.
Now, after I upgraded to 8.1 I get nothing via the Start button but I can get Cortana via the Search button. The problem is, except for placing a call, Cortana seems to require a data or WiFi connection for everything -- even taking a Note, or setting an Alarm -- which should be local-only actions.
Is there a way I can get Cortana to accept and execute these commands without a data connection, at least for the actions that truly are entirely local?
