Why there is no 4G option in non-LTE countries firmware?

Hi!
I live in Ukraine, currently we don't have any 4G/LTE networks here yet. That's why 4G option is not listed in the 'Highest connection speed' on my unbranded Nokia Lumia 920 with Ukrainian firmware (RM-821_eu_ukraine_313). As I was told by the Nokia Support, firmware will be updated and this option will be available as soon as LTE will come to our country.

But I can't understand why do they disable 4G option for the countries, which currently don't have 4G networks?
It's a problem for me as I'm not able to use 4G when I'm abroad.
 
I'd guess that it's because the country doesn't have the technology then they don't include it because it would be pointless If you are not using it there, but I do get that if you travel abroad then it should have the option. That I can't explain.

Same with the Indian firmwares. I guess we can flash to a different product code and that would enable it. The Rogers ROM has Penta-band LTE, but would cause APN/MMS issues, not to mention late firmware upgrades.
