Why Visual voicemail is not accessible on a Dual Sim phone?

on this Microsoft support page, it sais : [FONT=WOL_Reg]Visual voicemail is not available on dual SIM phones that are running [/FONT][FONT=WOL_Reg]Windows 10 Mobile[/FONT]

I like to know the technical reason why?

when I look at that problem, I think it is a software issue...if I have 2 sim form 2 provider, it is 2 different line, 2 different visual voicemail,I should be able to use 2 visual voice mail on the same phone... as it already have 2 phone apps and 2 sms apps, one for each sim...

is a Windows 8.1 on a dual sim have the same limitation?

I'm open to any th?ory, or better if anyone know the real reason...
