Why won't my Lumia 920 update to 8.1 Cyan?

Lumia 920 still won't update to 8.1 Cyan

Hoping I can get some help for this very frustrating problem. I have 2 Lumia 920s, both of which refuse to recognize the Cyan 8.1 update which I'm certain should be available by now. One is a locked USA AT&T model, the other is an unlocked UK variant. The UK variant currently runs:
OS: 8.0.9903.10
Firmware: 1232.2107.1241.1000

Both are production devices. I have tried 'check for updates' with and without a SIM, ensured the date & time is accurate, and have sufficient storage available. I've also tried resetting the device. No luck. Typically it will check for about 15-20 seconds after I request updates and then return 'Your phone is up to date.'

I've had other devices update with no issues: a T-Mobile 925 and an AT&T 820. WP8.1 is a vast improvement over 8.0 so I'm anxious to get the 920s up to date!

Any idea what could be the issue here? Or are there any workarounds that allow me to force an update manually? Thank you!

If you've done a hard reset, then how about trying the Nokia Recovery Tool? Not sure about the link, but looking it up, it's on the Microsoft website.

Thanks - I was looking for this. I couldn't find what had replaced 'Nokia Care Suite'. I'll give it a shot when I can get to a PC.

A follow up from the original poster - I tried the Lumia and Nokia recovery tools, both said there was no software package available for my phone. I have now brought it to the Microsoft store (I happen to live near one of the two in the US), where they are flashing it for me even though it's out of warranty.
