Why wont Outlook in Windows 10 send emails?

Incoming emails arrive automatically but when trying to send emails I get a SEND & RECEIVE ERROR message, and this often gives different error messages, like saying I am not connected to the network (just after a who bunch of emails come in!!!) and error message 0x800CCC13

Have you checked for the updates? Tried rei-nstalling the app?
