Why wont Outlook in Windows 10 send emails?

[Windows Central Question]

Current error message is: Sending' reported error (0x800CCC13) : 'Cannot connect to the network. Verify your network connection or modem.'

Cannot send emails now since Upgrade to Windows 10

I am seeing lots of posts about SCAN NOW but not confident of the cure
