outlook 2013 will not send emails after windows 10 upgrade

It receives email just fine and will send a test email when you are in advanced settings but will any emails created just sit in outbox. The error comes up and says " 8x800ccc13 cannot connect to the network verify your network connection or modem" Which is working of course as I'm online

Well if you can receive emails and can't send then the SMTP server address is wrong. Google you email providers SMTP settings and verify they match what you have set up.

Hello! I've got similar problem with my Win10 and O2013 . I cannot send mail via LAN (wired connection) only via Wi-Fi. I've got router in my company and when I connect to it to web via wi-fi I send emails, but when I switch to cable connection I cannot. I connected second computer where I've got The Bat Email client and the is no problem with sending co connection is ok. Only Win 10 + Outlook 2013 makes problem. I'm sure this is the reason (Win10+O2013)because I had other computer with Win 8 +O2013 and I could send emails with no problem. I've started upgrade to win 10 and minute after it was done i checked O2013. Same problem - LAN - no, WIFi - yes... I?ve searched everywhere to find a solution but nothing. Please help.. :(
ps. sfc /scannow is not working...

Spent hours fiddling with settings to no avail, then found this lengthy thread with solution. Thanks so much !

I too find it astonishing that Microsoft would release an OS in 2015 with such a basic bug affecting the operation of email and an email client that THEY produced. Beggars belief.

You know what I find astonishing, people who blame an OS for what is clearly an issue with an application. Beggars belief.

I also had this problem. In my case the fault wasn't with a corrupted file, but rather a conflict with Outlook 2013 and Copernic Desktop Search (Ver. 5). When I exit from Copernic, I'm able to send again. When Copernic is running, nothing leaves the outbox. I don't receive any error messages.
