Why won't the Windows Phone 10 hotspot work if you're on the Windows Insider Program?

Windows Phone 10 Hotspot won't work if you're on the Windows Insider Program.

I'd been scouring the internet for SOMETHING to rectify the "mobile hotspot" not connecting to devices.

My solution? Simple as leaving the Window's Insider Program.

I then reset my phone, and tried the hotspot, and it worked with my HP tablet
the first attempt.

After MONTHS of digging, I found that just by leaving the WIP rectified the problem.

It was more likely the reset that fixed it rather than leaving the program.

I'm on Redstone 14371 currently on my 950XL, been on several Insider builds since I got the thing. Hotspot works.
