Will a MIXIT↑ Home Charger work on my Lumia 920

[Windows Central Question]

I was stranded in San Diego CA and my original charger would not work so I needed another one.
I was sold this one MIXIT↑ Home Charger and was told that it would work.
While in the shop I checked and it was working.
Later While supposedly charging my phone I actually saw the battery level going down, by this time the shop was closed and they were calling my flight, --- back to the UK.
I have been on the "Belkin" website and apparently this model only supports these model Nokia's
Nokia 5233 - Nokia 5E - Nokia C-503 - Nokia 500 - Nokia X302
The rating on the rear is as follows;
Input 100 - 240v
AC 0.5a 50 - 60 Hz
Output DC 5v 1a

So the questions are;

1 Why did it discharge a perfectly good battery ?
2 Are the above Nokia model voltages compatible with my phone ?

The key is the output, DC 5v 1amp. The charger that came with the phone puts out 5v at 1.5 amps
It may have charged the battery when it was very low but bringing it up to full charge is the problem
So, this charger is not putting out enough amps to charge the phone

Chargers supply the correct voltage and the rated current. The phone controls everything else.
