Will a Surface Go Run Garmin Basecamp Software? Download .kml files?

I am interested in a surface go but only if I can use it to transfer .kml files and run garmin basecamp software that lets me use the usb port to transfer map notations and layers. Can someone tell me if this will work?

The software runs without problems but I have not yet tested transferring files or connect my GPS as I only received my Surface Go a few days ago. Still in the "playing with it"phase.
