Yes and no.

You can find tools to upload them tot he phone. (do not ask for instructions, they are currently not allowed here, if you cannot find the stuff yourself, you shouldn't be doing it)

however, some APKs wont work. Whether it needs the camera, Google Play Services, they wont work. Snapchat and Yak Yak are not functional.

the tools are meant for developers, not end users like you/us.
