My dad's looking into it. He has an iPhone. I'm talking about if the Microsoft band app would work here in the Phils or if it's only US.

I don't think there's many explicitly region-locked features.
The trouble is probably getting it there from what I can see.

A few people have reported that things don't work right unless the language is set for US English. It doesn't seem to handle extended character sets needed for other languages.

I think it will work. The app is in iOS and Android as well so no problem if he has an iPhone. I think there is no signal or anything that prevents you from using this because the band is a collection of sensors so it should work.

I was hoping to get one but poor MS they should open a Philippine store or use Nokia stores to sell MS products like Surface and MS Band.

What you should do first is download the Microsoft Health. You need to sign up a new apple account for the region US before you find the offical app.
