I need to reset my laptop but i have over 4000 pictures on it that i cannot lose. No matter what i try, i cant seem to import them to OneDrive, Google Drive, or Dropbox. Will they be completely gone or would i be able to recover all those pictures somehow after the reset?

I'm not 100% certain - it depends upon what you mean by a reset. But regardless, I would never risk it. Can you not copy them to a USB flash drive or something?

Why can't you upload them to a cloud storage service? Is the reason why related to why you feel you need to do a reset?

Reset? Yes. Factory Reset? Yep they’ll be deleted since your photos aren’t part of the original Out-Of-The-Box state.

Refresh? No. When using the reset feature in Windows 8 and 10, you should be given the choice.

I would get a USB drive and back then up regardless, there’s a saying: data that’s not backed up is data that you wouldn’t mind losing.

To extend what @xandros9 has said, you would be better of getting a external hard drive as the biggest capacity usb stick that is affordable is 128gb (typically about £30) whereas 256gb is about £60+. At that price point you can get a 2.5" 1terabyte external hard drive.
