Windows 10 on Pro 4/i7 will not initialize connected monitors during power up?

Since installing the last major Windows 10 update, my tablet no longer acknowledges the attached ASUS model VE278 monitors during tablet power up without cycling the power on the monitors after the tablet has completed its routines. Has this upgrade changed the monitor driver requirements?

Same problem here with two attached HP monitors. Have to recycle power on the monitors to get them working.
