Windows 10 Phone fast ring build - hotspot no longer working.

I haven't used hotspot in a couple of weeks, but the latest build has broken looks to have broken hotspot.

Hotspot turns on, but no device can see it. My device is a 950XL.

Camera software seems to be extremely slow. My Ativ S takes pictures as fast as the 950XL. It will take a picture, show you a preview of the picture, you click to take a look, and 2-5 seconds go by before you even see the picture. I don't expect this to be a camera....but if it was remotely functional like other top phones from other vendors... that would be an awesome feature.

Wasn't hotspot issue one of known issues in this build? I believe the solution was to restart your phone, but then hotspot would work just once.

Can confirm on Lumia 950.
I use hotspots regularly every day, and the update for fast ring on Saturday/Sunday completely broke this functionality (I believe it's 10.0.14926.1000)
You can turn on/off the feature but no device will ever be able to see it, and restarting does not fix this issue, not even once.

This kind of things are common in insider builds even you remember that it happened in past
