Windows 10 Pro activation

After Creators update users windows 10 pro not activated. These are MAK licensing. trying to re-add the key fails. Troubleshooting says i have a Windows 10 Pro digital key and that I should install windows 10 pro on the machine. every indicator i can find says it is windows 10 pro installed. the machine was activated before the 1703 update.
