Is the reserve thing limited to users or it is open to all? And is it for limited time or till the official release(june 29)? Im using a pirated software and im going to install official 8.1 after 6th of june..

Nope 2016, it's free if upgraded within a year of release. If you don't reserve a license now it really doesn't change things. Imagine folks buying W8.1 laptops after August, they'll be upgraded to W10 without reserving too.
