Windows 8.1 Pro Stuttering Every Second

So today I did my daily routine of checking my SP3 in the morning. I turned it on and there was a lot of lag on the Start screen so I rebooted but there was still major lag. I checked in PC Settings for an update and there was. After updating it was stuttering on an every second basis (literally once every second) and it hasn't stopped. No virus, relatively empty drive. I can't figure out why its stuttering.

If the update is buggy, you could always use System Restore to roll back to the state prior to the update.

The device was stuttering on the previous update too and it started doing this for no reason. And it's system wide stuttering.
