If you're logged in as the Administrator, none of the modern apps will run due to UAC reasons. If you've created a new account and it's still not working, there can be a few things that can cause that behavior - the two obvious ones are that UAC is disabled and the Windows Firewall service is disabled. Either of those will break modern app launching, for starters. The other ones are more technical, like certain registry permissions that are not the defaults or applocker policies on domain-joined machines.
If you did a lot of tinkering of the default settings on your Windows 7 install, you could inadvertently have broken the upgrade, just FYI. This isn't directed at you, but more a general statement, but this is why tweaking sites like BlackViper and just about everything else on the internet are to be avoided, for the vast majority of the computing public. You never know what you're breaking, and when it'll rear it's head and bite you.
