So what was everyone's reaction to MS announcing that Windows will be "$0" to anything under 9 inches?

I think it's very smart. Especially for Windows Phone that is struggling to achieve market unity with Android and iOS, license fee should be one less obstacle for manufacturers to use to not build a WP device.
