Windows Feedback Hub missing - And can't be installed from the store

I have a strange issue where the Feedback Hub is completely missing on my phone. This problem persists for many many builds, and it seems it will not get fixed.
The feedback hub went missing after a fast ring build update. Ever since then (it was in May I believe, when there was the first big update on the feedback app), the app is missing altogether. it's not showing up in the "All apps" list, it's not showing up in the storage app, and it does not start from within other apps to provide feedback or with the key combination (power off + volume down). Pressing the key combination makes the screen move/fade as if the feedback app would be starting, but returns back immediately to the previous screen.

Browsing to the store page of the feedback app through the windows store app shows a notification that the app ran into a problem and needs to be reinstalled. Pressing the reinstall button does absolutely nothing though (see screenshots in attachment).

How can I reinstall the feedback app (without doing a hard reset of course)? Is there a way to do it through side installation (as the store's Reinstall functionality is obviously broken / not working)?

are you using sd storage by any chance? If you change storage for apps to internal, does it work?
 
Yes, I use a SanDisk with 200GB. Just tried setting that new apps should be stored on the internal storage, but that doesn't work either.
I have a lot of free space left on both the internal (16,3 GB free) and the SD storage (69 GB free).

Go to Settings, Storage, put to where Hub is installed (Phone or SD), Apps, search for Hub, tap on it, Remove
 
It is not showing up. Neither on the internal storage nor on the SD card, I mentioned that it's really nowhere to be found. The only clue that there are maybe some registry entries or files left in the file system is that the store page detects that it is supposedly still on the phone and needs to be reinstalled. But like I said, that doesn't work either.
 
your only option as I see it is a factory reset or going back to official builds using wdrt

That's exactly the problem why I cannot do a factory reset. I depend on apps (for example WeChat for Asian suppliers) which have contacts, files and logs from customers / suppliers which can't be backed up.

I know a productive phone shouldn't be tortured with insider builds, but I had to enroll back then because the public builds made the 950 XL last less than half a day when it came to battery life. It was more productive with the messy insider builds than it was with the official builds.

EDIT:
I heard that even the official Microsoft apps can be made available as appx packages. Is there an official way to download these? As it seems, I cannot reinstall the Feedback Hub through the Windows store app, but maybe it would work by using side installation with an appx file of the Feedback Hub. Or is this something I'm not allowed to do?
