Do you HAVE to have a Facebook account for suggestions to work? According to the Windows Phone suggestions page, there should be a "Buzz" section in the Games hub and other things that pop up on your phone when you have suggestions turned on. However, since I don't use Facebook, I don't see any of those things except on Local Scout (in the "For You" section).
