Wireless photo sync, OneDrive photo folders

Can someone settle this for me?
1. Can you upload to OneDrive our not in full res wirelessly (WiFi, data) from the phone?
2. Why are there photo folders still on my phone that I've deleted on OneDrive? Why don't they sync?

Don't understand what you mean about the first question!

Your photos are backed up on One Drive not synchronized, that's why if you delete it on the phone it's still there.

You can but only on wi-fi. Also it will depend on your version of WP software.

I'm on 8.1. I just tried uploading a few photos via WiFi and they were all the same size as the originals. Just wish I had more storage on OneDrive.
I still don't understand all the folders on OneDrive, how they relate to the folders on my phone, why there are duplicates, etc. I thought you could get the phone to sync its photos to OneDrive but I guess it is just uploading.
