Link is good, but the website is very slow if you access using non-vietnamese IP address. need to use vietnam proxy or use the mobile version from your phone.

I don't see anything in the docs that say you can write a complete XAML/C++ app in WP 8.1 so I have to assume that MSFT hasn't managed to do it. Ridiculous.

You don't. It's the SDK. You can get an emulator running on newer PCs, but you can't install it to your phone.

You are correct. Install the Preview for Developers app if you want to get early access.

It's not in Preview for Developers yet. There was an SDK released to a limited number of developers that includes an emulator. That SDK has leaked to the internet, but you cannot run anything on your phone yet.
