WP8.1 Installing Firmware

Firmware is available for Older L630 WP8.1 Denim, but only via Device Recovery Tool, so question is, installing it via Tool does is it reset phone completely or just update.

Of Topic, what is current latest public and preview WP8.1 version.

It will reset the phone, I did this on my Lumia 930.

But why it does not pop up as an update on phone, that would not require a fresh start and I don't like backups.
