Xbox Cortana

So everybody know that Cortana is now coming to the Xbox One with the voice commands, but, how are they going to do it? The xbox one voice commands works in a lot of countries that Cortana doesn't, for example, all of the countries in latin America. Does somebody know if the countries that doesn't have Cortana will still work with the voice commands or are we are going to loose it?
