Password is a sensitive topic.

We have the moral obligation to protect and enforce the confidentiality, and guard against circumvention of "Password Protection".

As such, I can only offer you this advice..............

Assuming this computer in question is running Windows 10.

Download the same version of Windows 10 iso file > burn it to a bootable media ( DVD or USB) > take it to the Toshiba > use the bootable media to do a Clean Install.
Clean Install will let you enter your personal info such as username, password etc etc.
Clean Install will NOT allow you to keep anything. You will have to reinstall all installed 3rd party programs.

Note : Since you will be using another computer to do that, make sure you do download the same Windows 10 Edition, Language and Bit-version as the Toshiba is supposed to be running.
