Why can't my Windows10 TP read my memory (Memory @0)?

Windows Central Question

windows10 tp - cannot read memory @ 0

everytime I restart Windows 10 hangs on shutdown with this error
an instruction @ 0x00007ffc4763cc60h referenced memory @ 0x0000000000000000h cannot be written (or something like that)

I've been getting the same message, I did a few tests on my New DDR4 memory and no problems. Windows 7 does not show any issues (dual booting)

This has nothing to do with physical memory. In a nutshell one of the apps that is being forced to close has a bug in it and is not shutting down correctly. I have had this randomly as well and think it may be an error in cortana.

Figured as much but, brand new (2 week old) memory that cost almost $220, I wanted to check it to be 100% it was not my physical memory. As I still have a return window...
