    Is this a known issue? I drag an tile on top of another and it expands like a folder is about to be created, but when I release the tile, it falls back to it's original spot and the folder disappears. I've done this in 8.1 forever so not sure if this is a bug or I'm just doing it wrong.

    Any advice?

    The only way I've fixed this is to do a factory reset.

    Just a bug. It was possible to create live folders in earlier builds, now (even with a reset) I still can't do anything about it
