I know that Lumia 950XL (Windows Mobile) collects motion data and reports to Microsoft Health. That means even if I am not wearing the Band, but having the phone with me, my steps are recorded in MS Health application. Likewise if I am climbing stairs with the phone in my pocket, why doesn't the phone report the data to Health App? Both MS Band and Health are MS apps and this should be simple to implement.

I don't think the 950XL has a barometer sensor, so it has no way to know that you went up steps like the Band 2 does.
