Windows 10 phone upgrade question

Hello, I have a Lumia 435 dual sim and it was on the win10 insider, I have just formatted it back to windows 8.1 and it is now in the process of upgrading to the windows 10 mobile rtm.
My question is once it has been updated to windows 10 mobile, can I use the reset option in the settings to get a fresh install of the win10 mobile instead of having to go through the recovery to win 8 then having to upgrade?

I'm on the EE network btw

my dual sim Lumia 435 is on win 10 mobile
manufacture name: RM-1069_1012
Mobile Operator: 000-FR

my normal Lumia 435 wont upgrade for some reason
Manufacturer name: RM-1071_1008
Mobile Operator: ORG-GB
it says "your eligible for an upgrade to windows 10. we are working with your mobile operator and phone manufacture to make the upgrade available for your phone, and you will receive a notification when its ready."

how come one of my 435s can get it but not the other?
