Quiet hours not auto-replying to texts

I have a friend that tried to text me when I had quiet hours enabled, but they do not get the auto-reply that is set up by the phone.

I have "Reply that I'm Busy right now to contacts who aren't allowed through." enabled, and the friend that I am asking isn't in my contact list.
