That would be most ideal. A single user interface. Some how I get the impression that the roadmap microsoft has set for windows 10 UI will make that difficult. What I do see happening is that the start menu could become tablet mode. The tablet mode button in the action center on, would snap the start menu in place, giving an otherwise similar windows 8 like experience and unlocking more features within this full screen menu. It currently does this kind of already when I try it out on my surface pro.
