Touch screen keyboard rarely appears?

On W8.1, it'd appear on just about every blank box I'd touch with my finger. Now it almost never appears, for anything. Is this supposed to happen, or is it a bug?

So I found out I can pin the touch keyboard to the task bar. Is this the only way?

It's a bug, on screen keyboard supposed to show up whenever a text box is touched. Probably due to the merging of Windows app to desktop.

I was afraid of that. Anyway to fix it? I didn't start from a clean install, either. Just kept everything from W8.1.
