After upgrade could not log in (no fields to enter user/pass)

Tried an upgrade on a dell xps 13 L321x circa 2013 with no luck. After rebooting I got to the blue CTRL+ALT+DEL screen with the time. Press it and our domains acceptable use policy appears under a square icon that says fast access on it. Press OK on the AUP (which is driven by GPO on the domain) and the laptop goes back to the blue screen with the time on it saying press CAD to login. Well it does this infinitely. There is never any field to enter credentials / switch users / etc.

The domain has the AUP set and username / password required (hide last user name logged on). On my desktop there were no issues with this at all. After first boot and login the video driver eventually loaded all by itself and the screen resolution changed. I get none of his on the laptop since I can't even log in to do anything. For the sake of time I had to boot from the Win 10 DVD and choose advanced options and revert back to Windows 7.

If I try it again, anything I need to be looking for?
