how to gert rid of flashing blue circle

after installing windows 10, a blue circle next to the arrow cursor continues to flash after logging in. the keyboard seems to be affected because sometimes a key has to be struck several times for the computer to recognize it.

You may want to check what is allowed at startup. The blue circle is telling you the system is busy.

Ctrl+Alt+Del > Task Manager > Startup tab > disable all unnecessary utilities and plug-ins, especially those in the Medium and High Impact class, if they represent services that you don't use immediately and frequently...

Your system is most likely trying to update drivers.
I'd let the PC run till it settles down.
