no i cant find it there is no toggle !!!!!
Go to Settings | Time & Language.
Under Date & Time Select Additional Date, Time and regional settings - this should take you to the Control Panel for Clock, Language and Region .
Under Region select Change Date, Time or Number Formats.
Select Additional Settings, then click the Time Tab

Settings for 12/24 Hour are here.

Available options may be limited depending on your region. . .

It's not a toggle -- it's in the formatting of the time setting.

You can't find a toggle because it doesn't exist. . .

Sorry, I was looking @ my phone (& assuming my laptop was the same) when I penned my advice.
Settings are there, very deep ... NO toggle, time format.
Prolly w/b simpler if they matched the mobile setting (in this case).

there is NO chaning it's only add the "h" as an "hour" !!!
Do you see the leading '0' in the time display? That should indicate 24 hour display.

What is your local time when you are grabbing these screen shots? Is it after 1:00 PM? If not then the time display is correct for the AM hours. It won't "roll over" to 1300 until 1:00 PM.

I suppose it's possible your OS is corrupted somehow if not. . .

In the "Customize Format", you can edit the text. Just change the capital H to lower case h and hit the 'Apply' button.

You don't have to stick with the defaults in the dropdowns.

As I said, you need to edit the time format string on the Customize screen:

Reg.PNG

So, type in 'hh:mm' in the short time box and press Apply/OK.

You don't have to use the dropdown.
