only partial people contacts appear on my outlook.com on my desktop.

i entered the people contacts through my phone but only some of them appear on my outlook.com. i tried to manually backup the phone while connected to the pc but still did not show up.

my phone is Lumia 521 tmobile.

First off, have you synced the two?
Second, have you connected your social networking profiles (Facebook, Twitter, etc. if you have them.) to the Microsoft Account itself?

Both can be done via settings>email+accounts.

i got to email+account, but i do not see any option to sync the phone and ms outlook.com. in email+account, i got microsoft, yahoo and google accounts. they all set correctly.

Hmm. Seems like some of your contacts are from Yahoo! and Google.
I have no workaround to this.

Aside from manually entering the data, of course.
