I'm jealous that friends with their iPhones are able to text over a WiFi connection in areas where there is no cellular signal using only the native messaging app. I'm guessing this is a capability built in to the Apple messaging app? Great thinking!

What are the chances this capability comes to Windows Phone? Windows 10?

Well if skype would be integrated with sms it could be similar as on iPhone. So if you can send sms if you can't send skype message and since that would be one the same application it wan't be difference for other user, message will be on the same application anyway.
