build 10051 language settings

I cant seem to download speech packs or keyboards in this build; I've changed my region to US, but Cortana wont work unless I have a US keyboard and US speech pack; I select them but they are in a perpetual state of "download pending" and "queued". Anyone got a workaround for this or any way I can, I dunno, make the actually download?
