Build 10549 - Can't download keyboard data?

Did hard reset on my Icon after Build 10549 was installed.

Trying to add a non-English keyboard, but after it says "Preparing download" I get an "Attention required" status, and it says "The text suggestions update for this keyboard didn't download successfully". I did another hard reset and tried the Keyboard installation without anything else installed first, to no avail.

Is this a known bug for additional keyboards? Is there a workaround?

Install the Windows-Insider app from the store and enroll in the fast ring. Then you should be able to download the keyboard data.

i did what you mention but it is not working for me.Is there anything else to try?
By the way, i did hard reset twice, second time without restore, but still the same.
i am so frustrated, i want to go back in win8.1
